I had this problem too. I have Windows XP so I just used "system restore." I went back to when I knew I never had the problem. It worked.
You should check your Internet Options, in Internet Explorer.
Do this by selecting 'Tools' then Internet Options. Then click on the Connection tab. I would personally select 'never dial a connection' even if you do use dial up.
BTW, if you don't see 'tools' on the top of your browser, you can get to them by clicking on your start button, then find the control pannel. From here, select Internet Options…. If you are using windows XP, you may need to click on Classic View.

Powerpoint and Web Page design are similar, yet not …
The difference is primarily in the motivation for each.
1) Powerpoint is intended as a 'presentation aid', which Tufte would argue is ulimately about power.
2) Web Page design is intended to either inform or promote, depending on the nature of the site. i.e. Commerce or Education.
In either case, you want to always keep it simple. Think minimalist to avoid confusion.
There is less room for error this way!
